Because he doesn't want a commited relationship. He just wants all those benefits that come with it. He care about you and doesn't want you to fall in love with you because he suspects he'll break your heart at some stage. If it makes you feel good keep hanging out as fwb's but if it bothers you then don't continue with each other anymore.
