Help with housebreaking teacup male Yorkie!?

I have a male 4 month old Yorkie, he sleeps in his crate at night, after accidents in my bed, however i have puppy pads and I set him down and wait and he does not use them, I wait for 10 min, than I put him back in his crate. I take him for walks outside so he can use the bathroom however he is scared and will not go!, as soon as he get back on the carpet he goes!, although he runs from his safe area I have for him because I tell him NO not on carpet he Goes right there!. I am so tired!, I just got a brand new apartment and i cannot take much longer!, its a little disappointing that this is not working
