What is the best program to upload DVD (recitals,etc.)(non-digital) to then edit and save again to a DVD?

I have Pinnacle 9.4, but it only lets you use Video Cameras as a source; Windows Movie Maker won't let me capture the Recital DVD; Nero won't let me edit it properly. Help!
